YANGON, 30 Sept—The Central Institute of Civil Service (Phaunggyi) conducted the conclusion of the Special Refresher Course No 57 for Basic Education Teachers at Nawarat Hall of the institute in Hlegu Township, Yangon Division, this morning, with an address by Chairman of the Myanmar Education Committee Secretary-1 of the State Peace and Development Council Lt-Gen Thein Sein.

Also present on the occasion were ministers, the attorney-general, the chairman of the Civil Service Selection and Training Board, deputy ministers, the deputy auditor-general, officials, departmental heads, the rector, deans, faculty members, and trainees.

In his address, the MEC chairman with pleasure expressed his belief that every time after completion of a special refresher course for basic education teachers, on the rise is the number of reliable human resources in the education field who will take a more active role in the national education promotion tasks with regenerated vigour, ideas and strength.

At a time when possible steps are being taken to modernize the nation through the art of education, it is very beneficial to both the trainees and the State as the institute, through the special refresher courses, is effectively enhancing the morale, qualifications and ability of basic education teachers who serve as the most fundamental resource of the education sector.

It is natural that each and every citizen wants to witness prospects and progress of his motherland and people.

Similarly, every government is constructing infrastructures and creating opportunities with genuine goodwill to enable the people to lead a peaceful life within the framework of law with higher standard of living.

In the drive for the improvement of a nation and its people, it is necessary for this nation to have rights to be on the most suitable track towards sustainable development in conformity with its background history, prevailing situations and national character.

In this regard, it is required to be aware of the point that a developing nation like the Union of Myanmar, that wants to be able to stand tall as an independent and sovereign nation with own prestige and integrity, has not only to make extraordinary efforts with nationalistic fervour but also to ward off difficulties sparked by certain foreign nations.

He spotlighted the need for the entire national people to enhance own national strength in order to help put the mother country on the most appropriate path with a brighter future, while modernizing the nation with self-reliant endeavours.

Today, the education sector is playing a more important role than any other sector, so all the teachers are to be firmly convinced that high education standard can serve as the engine for enhancing national strength. He urged the trainees to carry out the tasks with a sense of duty conscientious in the education sector through which the future of national people can be shaped in the interests of the nation.

He cited the speech of Head of State Senior General Than Shwe delivered at the opening ceremony of the Myanmar and International Studies Course No 7 organized by the Union Solidarity and Development Association, saying that at present measures are being taken for the betterment of the nation based on the assessment of past events.

The present work programmes are aimed at creating a good environment for the future nation through the lessons from the past evidences.

And the Head of State added that it is required to thoroughly notice what is the most indispensable requirement of the present nation. The major task in this period is to industrialize the nation, which is to be implemented through the decisive determination of each and every citizen.

In compliance with the guidance of the Head of State, the projects in all sectors are being implemented systematically to be interrelated each other for transforming the nation into a peaceful and modern one.

At the same time, the border areas development project, the 24-region development project, and the five rural development tasks are well under way to ensure equitable progress of all parts of the nation with economic and social infrastructures.

As the 30-year long-term projects are being implemented in economic, education and health sectors harmoniously, officials concerned are to make efforts in concert sector-wise in order to successfully complete all the projects.

All are to be convinced that the speedy implementation of respective projects, and harmony with other sectors plays a pivotal role in the drive for national development.

He again stressed the importance of the participation of all the citizens with decisive determination in a bid to modernize the nation.

In particular, teachers in the education sector are to strive for creation of greater opportunities and production of more human resources for the future nation, while discharging the duties included in the national education promotion plan.

Only when all-round developed national education foundation is built and today’s youths are nurtured to become skilled ones in line with the goals, will it be possible to fulfil the requirements for national progress, and the nation will enjoy sustainable development.

Constant progress of study, technology and knowledge leads to development of branches, integrated subjects and segregated subjects of the technological field. Likewise, modern learning methods are improving constantly.

In such a constant change in technological development, teachers are to constantly nurture the students as well as themselves as they are required to pursue a life-long learning.

Now, the government has established a lot of new basic education schools so that the students have got an easy access to pursuit of education.

There are now 40,525 schools — 1,962 high schools, 2,604 middle schools, 5,545 post primary schools and 30,414 primary schools — in the nation. The rural areas have 36,122 schools and border areas 1,034.

Teachers should conduct organizational campaign to increase the school enrollment rate and the number of students. Only then will the students be able to enjoy the education opportunities opened by the government. The government is also providing teaching aids to schools according to its budget allotments.

Teachers on their part will have to organize the locals to provide teaching aids for schools and to effectively use them. They will have to implement education promotion tasks together with the rural development tasks.

They will have to teach their pupils to observe the school disciplines and local traditions, and love and cherish cultural heritage. Teachers should try to improve the morals and manners of the students.

The government laid down the seven-point Road Map and is in the process of building a peaceful, modern and developed discipline-flourishing democratic nation for the perpetuation of the Union and the people to stand tall among the international community.

At the same time, the saboteurs who totally lack patriotism are launching evil acts to break up the Union, destroy peace and stability, and cause commotion and inviting international sanctions to make the people suffer more.

They committed such wicked acts to destroy sound foundations built by the national brethren in unity. They did so inviting international sanctions based on ideological prejudices in order to push the people into a deeper misery.

All have witnessed the acts of those unscrupulous elements caused hardships among the people and civil commotion.

It happened as they attempted to grab power through short cut since their attempt to bar any kind of international humanitarian aids including those of the UN failed to work.

Thus, the most important requirement for the nation is the vitalization of the spirit to love the nation, patriotism, and Union Spirit that serve the people’s interest.

Under those circumstances, teachers will have to nurture their pupils to be equipped with the intellectual power to build the nation. In addition, they should further vitalize patriotism, the spirit to serve the national interest and Union Spirit.

Thanks to the government’s correct leadership, and the participation of the people with correct national outlook in the national development undertakings, the nation can ward off all attempts to blackmail and oppress her, and is on the right track towards gradual progress. The holding of the National Convention, the first step of the Road Map has been in progress.

In conclusion, the Secretary-1 urged teachers to strive for continuous emergence of brilliant intellectuals and intelligentsia possessing strong patriotism and Union Spirit that will help nation stand tall with dignity and perpetuate her; and to play their respective parts with patriotism for the success of the Road Map.

The Secretary-1 presented the model trainee awards to junior assistant teacher U Thet Lwin, of No 1 BEMS, Pathein Township, Ayeyawady Division, and JAT Daw Mya San Kyi of Paypinchaung BEPS, Bago Township, Bago Division, the award for perseverance to JAT U Myint Tun of Myoma Post-BEPS, Taikkyi Township, Yangon Division, JAT Daw Mya Hnit of Targaing BEPS, Pathein Township, and senior assistant teacher Daw Tin Yi of Mayangon Township BEHS, Yangon Division. He also presented model hostel awards.

The trainees presented K 321,800 for Lawka Chantha Ahbaya Laba Muni Buddha Image, Koenawin Pagoda, Bagan pagodas, National Convention, USDA, and post-primary school and high school of CICS. The Secretary-1 cordially greeted the trainees.
